Logistics Fee for Non-EU Shipments

FAN Courier is a Romanian entrepreneurial company and an important contributor to the state budget. We consistently align ourselves with applicable legal and fiscal requirements, in accordance with national legislation and the European framework, with compliance representing a fundamental principle of our activity.

At the same time, we continuously invest in the development of our services and operational infrastructure in order to provide our customers with clear processes, easy-to-use tools, and structured support that facilitate compliance with obligations imposed by authorities in a simple and predictable manner.

In view of the promulgation of Law No. 239/2025, namely Article XXII, which provides for the establishment of a logistics fee for the management of non-EU goods flows, we hereby inform you that, starting January 1^st, 2026, a fee of 25 RON will be applied to each parcel that cumulatively meets the following conditions:

• originates from merchants outside the European Union;
• is delivered within the territory of Romania;
• has a declared value to customs authorities of less than EUR 150.

As a courier operator, FAN Courier is authorized to collect this fee and transfer it to the state budget. Accordingly, the 25 RON fee will be collected for eligible parcels, separately from other delivery costs, and subsequently transferred to the competent authorities.

Payment of the fee can be made to the following bank accounts:

For payments made in euros, an exchange rate of 1 EUR = 5.00 RON will be used. This rate may be adjusted in the event of a variation greater than 1%.

Please note that no fiscal invoices will be issued for the collection of this fee.

The obligation to pay the logistics fee lies, as applicable, with one of the following categories of persons or entities, depending on the contractual structure and the commercial flow of the goods:

• the supplier of the goods, namely the sender of the parcel;
• the entity that facilitates the distance sale of goods through a digital platform;
• the logistics intermediary that directly benefits from postal or courier services.

Additional information:

According to legal provisions, payment of the fee is a condition for the provision of courier services. Failure to pay may result in temporary restriction of access to FAN Courier services.
